Senior Policy Advisor
James Dinwiddie III began his career in public service at the municipal level within the Anaheim City Manager’s Office and went on to serve as a Policy Advisor to the immediate past Fifth District Supervisor. Mr. Dinwiddie holds a Masters of Public Administration with an emphasis in Urban Affairs form the California State University, Long Beach Graduate Center for Public Policy and Administration as well as a bachelors degree in Political Science with a minor of Geography from California State University, Long Beach.
Mr. Dinwiddie advises on issues related to OC Parks, OC Waste & Recycling, OC Dana Point Harbor, John Wayne Airport, Orange County Community Resources, CEO-Information Technology, Probation, Registrar of Voters, Assessor, Auditor-Controller, Clerk of the Board, Clerk-Recorder, and the Treasurer-Tax Collector.

Sara advises on issues related to health and human services, public safety, and homelessness.
Community Relations Advisor
As a political consultant, Mr. Prince successfully managed a number of high-profile campaigns in Orange County before joining the Fifth District office. Among his victorious campaigns were Lisa Bartlett for Supervisor, Pat Bates for Supervisor, Chuck DeVore for State Assembly, Bill Campbell for Supervisor, and various City Council races. Prior to his current position as Community Relations Advisor for Supervisor Lisa Bartlett, Mr. Prince also served as Public Affairs Director and Policy Advisor for former Fifth District Supervisor Pat Bates. As a longtime resident of South Orange County, Mr. Prince served on the Advisory Board for Committee for Safe and Healthy Communities (CSHC) as Special Projects and Grassroots Campaign Director, which spearheaded the passage of Measure W, ending Orange County’s long and divisive battle over a proposed commercial airport at the former Marine Corps Air Station at El Toro.
Mr. Prince advises on issues related to Community Relations, Special Fifth District/County Events, Chamber of Commerce and City Events, Appointments to County Boards, Committees and Commissions, OC Human Relations Commission, OC Community Resources/OC Public Libraries, Board Resolutions, Fifth District Proclamations/Certificates of Recognition, and represents the Supervisor at numerous events throughout the District and County.
Executive Assistant and Office Manager
Pauline Colvin began her career in public service with the City of Laguna Niguel where she served as Executive Assistant to the Mayor, City Council and City Manager. She also served as the City’s Communications Officer. During her tenure with Laguna Niguel, Pauline had the privilege of serving three elected officials who went on to higher office – California State Senator Pat Bates, U.S. Congresswoman Mimi Walters, and former Fifth District County Supervisor Tom Wilson.
An accomplished Executive Assistant and Communications Officer with proven skills in office management and administration, public affairs, community outreach and engagement, marketing and promotion, social media management, graphic design and website development, Pauline thrives in challenging environments. She has extensive local government experience having worked for the cities of Laguna Niguel, Encinitas and the Capistrano Unified School District. Pauline is highly resourceful and can leverage a large network of government and communication professionals. Her positive, energetic, “can do” attitude motivates and challenges others to perform beyond expectations. Pauline has a unique ability to convey information, both verbally and in writing that is clear, concise, understood and gets things done. She is an engaged listener who easily understands complex issues.
Pauline provides high-level administrative support to Supervisor Bartlett, manages her schedule and serves as Office Manager.
