OC Supervisor Katrina Foley Highlights John Wayne Airport Improvements and Updates, Climate Resiliency efforts, Healthcare Services enhancements, and grants for Library Services

ORANGE COUNTY, CALIFORNIA — Orange County Supervisor Katrina Foley commented on yesterday’s Board of Supervisors meeting, where the Board approved funding to strengthen health and public services, natural resource resiliency, and public services such as the library system and John Wayne Airport.  

Supervisor Foley released the following statements highlighting the votes by the Board of Supervisors from the July 23, 2024, meeting: 

Master Contract for Medi-Cal Mental Health Inpatient Services:  Renews acute day bed availability for Medi-Cal youth and adults facing behavioral health crises.  

“The agreement ensures our most vulnerable populations have access to essential behavioral health services such as psychiatric evaluations, individual and group therapy, and care coordination.”  said Supervisor Foley. “These agreements allow Orange County residents to receive quality services when they need it the most.”  

John Wayne Airport Allocation Plan Update: This item approved the allocation of departure times, seat capacities, passenger and overnight passenger numbers with the airlines and cargo carriers.  

“John Wayne Airport is essential for Orange County’s tourism economy.” said Supervisor Foley. “This allocation agreement meets the needs of all of our airline partners and ensures that we do not exceed our annual passenger limit that protects our neighbors in Newport Beach and Costa Mesa.” 

Auditor Controller Enterprise Resource Planning (ERP) Modernization: This item provides modern, technical quality assurance services for the County’s new accounting and personnel management system.  

“Our Enterprise Resource Planning Modernization will upgrade and modernize the system that processes the County’s entire payroll, makes vendor payments, maintains our financial records, and other essential financial services,” said Supervisor Foley. “This upgrade will add efficiency and accessibility for citizens and businesses who do business with the County.” 

John Wayne Airport and Sixt Rental Car Agreement: The Orange County Board of Supervisors approved an agreement between John Wayne Airport and Sixt Car Rental to establish a new rental kiosk at John Wayne Airport starting in September of this year through 2031.  

“Our new partnership with Sixt enhances the experience of traveling through John Wayne Airport by providing more rental car options for travelers.” said Supervisor Foley. “This agreement will generate approximately $7 million in revenue for the airport over the next 7 years.”  

OC Public Works Contract with Chargepoint for Electric Vehicle Charging Services: The contract with Chargepoint continues the provision and upkeep of charging stations in Orange County until 2027. 

“Demand for electric vehicle charging options skyrocket as residents choose a more sustainable future.  said Supervisor Foley. “This renewed contract with Chargepoint increases access to charging stations at County facilities and supports our growing electric vehicle fleet.”  

OC Public Works Contract with J.F. Shea Construction for Design Services for Santa Ana Delhi Channel: This contract provides preconstruction services from J.F Shea construction in preparation for the start of the Santa-Ana Delhi Channel project.  

“This project will include wetlands restoration efforts, a mitigation program, widening of the channel, and the replacement of a bridge.” said Supervisor Foley. “The County also committed to finding more short- and long-term solutions for the horse arena in Upper Newport Bay, which has served the community since 2007.”  

Grants Report: The Board of Supervisors approved various grant amounts and applications to increase funding for County services. Highlights include increased funding for the Healthcare Agency’s Maternal, Child, and Adolescent Health program and funding for the circulating sustainability “Library of Things.”  

“Funded by the California State Libraries, the Library of Things provides a circulating collection of items focusing on sustainability and resource sharing. The Collection will be available in six County library branches, including three in District 5, namely in Costa Mesa, San Juan Capistrano, and San Clemente” said Supervisor Foley. “The grant will fund the purchase of kitchen equipment, gardening tools, sewing supplies and respective training so anyone with a library card can access innovative equipment.”

Orange County Supervisor Katrina Foley was elected to the Board of Supervisors in 2022 to represent the newly established District 5, which includes the cities of Aliso Viejo, Costa Mesa, Dana Point, a large portion of Irvine, Laguna Beach, Laguna Hills, Laguna Niguel, Laguna Woods, Newport Beach, San Clemente, San Juan Capistrano, as well as the unincorporated areas of Coto de Caza, Emerald Bay, Ladera Ranch, Las Flores, Rancho Mission Viejo, Stonecliffe and Wagon Wheel.
