ORANGE COUNTY, CALIFORNIA — Orange Supervisor Katrina Foley released a statement following this week’s Orange County Board of Supervisors meeting, highlighting her votes on agenda items addressing the certification of election results, the promotion of county health services, the Motel 6 Project Homekey project, the grant for the Maternal, Child and Adolescent Health program, the transfer of beach stewardship Laguna Beach, and the traffic and safety needs of Coto de Caza.
“As County Supervisor, my votes during this Board meeting reflect my commitment of protecting democracy and ensuring taxpayer dollars are used responsibly,” said Supervisor Foley. “The Board meeting resulted in the certification of our fair election process, increased funding for affordable housing opportunities, grants to improve health care for pregnant, postpartum, and parenting women, giving Laguna Beach control over their local beaches, and traffic investments in Coto de Caza to keep pedestrians in the community safe. Orange County must continue this progress to ensure the best quality of life for our residents.”
Supervisor Foley shared statements regarding the following agenda items:
Item 17 provided additional funding to the Motel 6 Project Homekey Conversion Project to build permanent supportive housing in Costa Mesa. This motel conversion project begins construction of the first phase of 40 of the 88 units for Veterans with a completion date of October 2023. Phase 2 construction of 44 Senior housing units begins January 2024:
“Last year I held ‘Homekey in a Box’ workshops and encouraged our district Mayors to consider joining the County of Orange to convert outdated, crime magnet motels into housing with wrap around services for veterans, disabled seniors, and others experiencing or on the verge of homelessness. This program helps us increase housing quickly while cleaning up the quality of the community adjacent to the old motels. It’s a win-win for all,” said Supervisor Katrina Foley.
Item 24 approved the Health Care Agency’s $3.3 million grant award for their Maternal, Child and Adolescent Health program, which serves pregnant, postpartum and parenting women who have high-risk medical conditions by giving them access to comprehensive nursing case management, physical and nutritional assessments. During the meeting, Supervisor Foley shared the work by her office to address gaps in our county system of care:
“In October, my office hosted a working group of medical experts to provide insights and make recommendations to improve the quality of health care in Orange County. Maternal health, especially postpartum, was an area of concerned expressed by Dr. Alysson Brooks- Director of Hoag Women’s Health.”
“As we move into 2023, my office intends to partner with Dr. Brooks, MOMS OC, and others to improve the access to personal care and resources for financially insecure women. This $3.3 million grant allows for improvements to our system of care directly impacting moms and children.” said Supervisor Foley.
Item S26C adopted a resolution establishing a traffic signal control at the intersection of Oso Parkway and Coto de Caza Drive:
“As the new County Supervisor for District 5, I understand the priority for many new and growing south county communities to focus on ensuring traffic calming measures and safe active transportation. I will continue to work with our transportation agency, traffic committee, residents and community leaders to understand the areas most impacted by increased traffic and in need of improvements,” said Supervisor Katrina Foley.
Supervisor Foley also voted in support of the following agenda items below:
- Item 9: received and certified the results of the November 8, 2022 General Election.
- Item 25: transferred stewardship of local beaches to the city of Laguna Beach.

Orange County Supervisor Katrina Foley was elected to the Board of Supervisors in 2021 to represent Costa Mesa, Cypress, Huntington Beach, La Palma, Los Alamitos, Newport Beach, Seal Beach, Stanton, the unincorporated area of Rossmoor, and portions of Buena Park and Fountain Valley. Following redistricting, the Board appointed her to additionally serve as caretaker for the future District 2, which includes the communities of Santa Ana and portions of Anaheim, Garden Grove, Orange, Tustin, and unincorporated North Tustin.
In January, Supervisor Foley will be sworn in as the newly drawn District 5 representative which includes the cities of Costa Mesa, Newport Beach, Irvine South of the 405, Dana Point, Laguna Beach, Aliso Viejo, Laguna Hills, Laguna Niguel, Laguna Woods, San Juan Capistrano, San Clemente as well as the unincorporated areas of Coto de Caza, Emerald Bay, Ladera Ranch, Las Flores, Rancho Mission Viejo, Stonecliffe and Wagon Wheel.
Supervisor Foley serves on the Airport Ad Hoc Committee & Fly Friendly working group, the Sober Living Home Ad Hoc Committee, and boards of the Orange County Transportation Authority, CalOptima, Juvenile Justice Coordinating Council, Law Library, Newport Bay & South Orange County Watershed Management Area Executive Committees & the Santa Ana River Flood Control Protection.
